Google Completely Removes How-To Rich Results
In an effort to simplify search results pages, Google has announced how to turn off rich results.
Google has announced how to remove rich results entirely. Its chart can still be used but using it will not benefit your search results.

How-To Rich Results relied on HowTo Schema structured data to enable the web page to be displayed in a rich result.
As is typical for structured data, structured data only enables, but does not guarantee, that a web page will be displayed as a rich result.
In this case, structured data will have no impact or benefit to publishers who continue to use markup.
This structured data was previously displayed in all languages and countries where Google Search was available.

Google previously removed "Have-To-Rich" results from mobile-only searches, reducing their visibility to only appear on desktop.
There was no indication how Google plans to remove rich results from desktop.
That has changed now.
Google has completely removed rich results from the desktop version of search results pages.
How-to rich results are officially deprecated.
Google announced:
“We're expanding how conversions function on desktop as part of our ongoing efforts to streamline Google search results. Starting September 13, Google Search no longer returns rich results on desktop, meaning this result type is now deprecated.
This change will be reflected in the search method appearance metrics in the performance report and the number of impressions reported in the how to expand reports.
Since Google Search no longer returns search results, we will be retiring support for guided search, the rich results report, and the rich results test within 30 days.
To allow time to adjust API calls, how-to support in the Search Console API will be removed within 180 days.
